Charlotte Assistant City Manager Ruffin Hall Is Named Raleigh City Manager

On behalf of the Raleigh City Council, Raleigh Mayor Nancy McFarlane is pleased to announce that Ruffin L. Hall has been selected to be the City’s next City Manager. Mr. Ruffin was selected after an extensive and comprehensive search that generated a very competitive pool of 80 candidates representing 22 states with a wide variety of knowledge, skill and experience in state, county and local government.

A native of Fayetteville, Mr. Ruffin has more than 18 years’ experience working in local government throughout North Carolina in a variety of high profile and high quality communities including Charlotte, Durham, Chapel Hill and Wilmington.

He is currently an Assistant City Manager in Charlotte, where he has responsibility for the Charlotte –Mecklenburg Planning Department, the Charlotte Area Transit system, the City’s Department of Transportation, and the Engineering and Property Management Department.

Additionally, he has served as the Budget and Evaluation Key Business Executive during his 12-year career with the City of Charlotte. This was a key senior level position that interacted directly with the Mayor and Council on budget and budget policy issues dealing with the management of the City’s $1.7 billion budget.

His previous positions include Senior Budget and Management Analyst with the City of Durham, Assistant to the Manager in the Town of Chapel Hill and Management Auditor for the City of Wilmington, NC. He also had a brief internship in the Wake County Manager’s Office while completing the requirements for his master’s degree.

Mr. Ruffin holds a Bachelor of Arts degree in political science and a Master of Public Administration from the University of North Carolina at Chapel Hill. In addition, has completed several executive education programs including the Public Executive Leadership Academy at the UNC-Chapel Hill School of Government, the Senior Executives in State and Local Government program at the Harvard University John F. Kennedy School of Government and the Senior Executive Institute at the University of Virginia Weldon Cooper Center for Public Service.

Mr. Ruffin will begin serving as Raleigh’s City Manager November 18 and will be relocating to the Raleigh area with his family in the coming months.

Mr. Ruffin will be the City’s sixth City manager since the Council-Manager form of government was adopted in 1947. He will assume leadership of a growing state capital City with a diverse population of over 423,000 that has a combined operating and capital budget of $705 million for the 2014 fiscal year and employs over 3,600 full-time and 3,000 part-time employees in sixteen different departments.
